This book is a result of two years of research performed by international teams of authors attending the Luxembourg workshops on Space and Satellite Communication Law.

First, the innovative uses of outer space activities and the ways how they influence the legal framework have been analysed: The progress in exploration and exploitation of outer space is proceeding rapidly. These factors have legal implications.

Second, being aware that Africa presents great opportunities, not only for the satellite industry, the innovation processes on the African continent have been discussed: the growing need of space services in the area of mobile communications via satellites, internet access, Earth observations, disaster management, and navigation.

The knowledge about the present and planned cooperative mechanism connected to the innovative processes in outer space has not only an informative value but contributes to the academic discussion about the interpretation of several central concepts of the international regime of outer space.
